Webcor/Obayashi Joint Venture seeks responses to a Request for Qualifications (RFQ) and concurrent Invitation for Bids (IFB) from Trade Subcontractors interested in bidding Trade Package TG07.1R Structural Steel Superstructure Package (Comprised of -Parts TG07.1W, TG07.1C and TG07.1E) Construction Services on the contract for the Transbay Transit Center (TTC) Project located in San Francisco, California.

Webcor/Obayashi Joint Venture seeks Trade Subcontractors that have significant experience with structural steel superstructures including large span beams/girders, all embedded items and metal decks on complex projects which present significant coordination with adjacent properties and traffic relocation located in an urban environment; including the engineering, coordination, procurement and complete installation of their respective systems.

The TG07.1R Structural Steel Superstructure Package (Trade Package) is comprised of three Parts: TG07.1W, TG07.1C, and TG07.1E. Qualified Trade Subcontractors may submit bids, as specified in the Bid Form, for any Part or Parts of the Trade Package, for any combination of two of the three Parts of the Trade Package, or for the entire Trade Package.

***Note the following related to Buy America: The Buy America regulations require that all steel and iron be manufactured in the United States. The Buy America requirements are not discretionary on this project and cannot be removed by TJPA. There are three conditions under which a waiver to the Buy America regulations may be requested: public interest, non-availability, and price differential. Bidders should be advised that TJPA will not request a public interest waiver.

If a steel pipe or section cannot be manufactured in the United States, and all bidders certify non-compliance because the particular material is not produced in the United States in sufficient and reasonably available quantities of a satisfactory quality, TJPA reserves the right to request a non-availability waiver from the U.S. Department of Transportation (USDOT) Federal Transit Administration (FTA) after the bid opening.

If at least one bidder certifies compliance with the Buy America requirements, but the lowest compliant bid would increase the cost of the contract by more than 25 percent over a responsive non-compliant bid, TJPA reserves the right to request a price-differential waiver from the FTA after the bid opening.

Bidders are advised to complete the Buy America certification(s) appropriately. More than one certification may be submitted if some material can be procured in a manner that is compliant with the Buy America requirements but other material cannot. If more than one certification is submitted, the certifications should each clearly state to which material the certification applies. For example, if both a certification of compliance and a certification of non-compliance are being submitted, the certification of non-compliance must identify the specific materials that will not be compliant, and the reason therefore.

Bidders should be advised that all waiver requests submitted to the FTA will be published in the Federal Register for a period of public comment. Even if the conditions for a waiver exist, it is unknown whether FTA will grant such a waiver.***

A Pre-bid Conference for Trade Subcontractors interested in submitting bids was held on Tuesday, May 7, 2013, at 2:00 pm, at Webcor/Obayashi Joint Venture’s project office at 175 Beale Street, San Francisco, CA 94105. Bidders must be qualified for this package. Currently pre-qualified bidders are:

  • Canam Steel Corporation
  • The Herrick Corporation
  • Schuff Steel Company
  • Shimmick Construction/Danny’s Construction JV
  • Skanska USA Civil West
  • SME Steel Contractors
  • Southland Contracting, Inc.
  • Tutor-Saliba/SME/W&W JV

If a Bidder is not pre-qualified, the Bidder shall submit one (1) original and four (4) copies of their Qualification requirements in sealed envelopes addressed to : Jeff Heath, Webcor/Obayashi Joint Venture at 175 Beale Street, San Francisco, California 94105 by 2:00 pm Pacific Time on May 16, 2013. No Qualification submissions will be accepted after 2:00 pm on this due date. Second-tier subcontractors do not need to respond to the RFQ. Trade Subcontractors will be notified of their qualification status by May 23, 2013. Bids from non-pre-qualified bidders at the time of bid opening will be returned to the respective bidder unopened. Trade Subcontractors will be required to have second-tier subcontractors in order to meet a Small Business Enterprise (SBE) utilization goal. An SBE is defined in the Transbay Joint Powers Authority (TJPA) Board Policy No. 15, Small Business Enterprise Program. To support the pre-qualified trade subcontractors in building their respective teams to meet the 12% SBE utilization goal for this contract, the Transbay Transit Center’s SBE program team has compiled a series of databases which include key information regarding certified SBE, DBE and LBE firms who hold relevent licenses. Trade Subcontractors will also be required to sign a letter of assent to the Transbay Transit Center Project Labor Agreement. See PLA Frequently Asked Questions.

Each Trade Subcontractor shall submit sealed bids to the TJPA offices at 201 Mission Street, Suite 2100, San Francisco, California 94105 by 2:00 pm Pacific Time on June 20, 2013. No bids will be accepted after 2:00 pm on the bid due date.

Funding for this work may be partially provided by the American Recovery and Reinvestment Act (ARRA); ARRA requirements include submitting monthly reports of hours/jobs.
