REQUEST FOR QUALIFICATIONS: INTERIORS / FINISHES CONSTRUCTION SERVICES PACKAGE

Webcor/Obayashi Joint Venture seeks responses to a Request for Qualifications (RFQ) from General Contractors interested in bidding the TG16.0 Interiors/Finishes Construction Services on the contract for the Transbay Transit Center (TTC) Project located in San Francisco, California. The RFQ seeks General Contractors that have significant experience with interiors and finishes including but not limited to, concrete masonry units, metal framing, drywall, building insulation, penetration firestopping, toilet accessories, miscellaneous metals for own work, bird deterrent, ballistic resistant panels, acoustic ceiling tiles, acoustic wall treatments, tile, tile carpeting, resilient base, painting, site paints, high performance coatings, doors, frames, hardware, low voltage wiring for own scope of work, interior architectural woodwork, countertops, prefabricated buildings, cast/etched graphics, dimensional lettering signage, pylon signage, illuminated panel signage, non-illuminated panel signage, photo-luminescent exit accessories, electronic panel signage, floating signage, glass signage, interpretive graphics, informational kiosks, and final cleaning on complex projects. Also included are engineering, coordination, procurement and complete installation of the respective systems in the following trade:

TG16.0 Interiors/Finishes

Trade Package TG16.0 – Interiors/Finishes is a new Trade Package that incorporates the scope of work in the previously Issued for Bid
TG07.4 – Concrete Masonry Units and TG16.1 – Drywall/Framing; as well as previously qualified Trade Packages TG16.2 – Tile/Flooring/Base, TG16.5 – Paint, TG16.6 – Doors/Frames/Hardware, TG16.7 – Millwork, TG16.9 – Prefabricated Buildings and
TG17.1 – Signage/Graphics/Directory Systems.

General Contractors shall submit and will be evaluated on information with respect to their experience on projects of similar size, scope and complexity. The information shall include general and specific experience, claim and surety history, financials, ability to meet schedule and budget requirements and skills in general management and coordination. Resumes of key personnel who will manage and supervise the construction shall be provided in the RFQ response. General Contractors must hold valid contractor licenses and must provide proof of ability to obtain corporate surety (payment & performance) bonds and insurance in order to be eligible for the qualification evaluation.

Under the RFQ process, the following firms were pre-qualified to bid the scope of work when contract documents are released:

  • S.J. Amoroso Construction Co., Inc.
  • Skanska USA Building Inc.
  • Swinerton Builders

General Contractors will be required to have second-tier subcontractors in order to meet the Small Business Enterprise (SBE) participation goals. Second-tier subcontractors did not need to respond to this RFQ, regardless of SBE status. Contract documents, including plans and specifications, for the project are anticipated to be available for bidding in February 2015. If Webcor/Obayashi Joint Venture chooses to recommend any of TG16.0 Interiors/Finishes package contract work to the TJPA for its approval, the Trade Subcontractor will be asked to comply with all TJPA contract requirements, including signing a letter of assent to the Transbay Transit Center Project Labor Agreement (PLA) and certifying compliance with federal Buy America regulations.
