Request for Proposals for Unarmed Security Guard Services

The Transbay Joint Powers Authority (TJPA) has issued a Request for Proposals (RFP) for UNARMED SECURITY GUARD SERVICES (Services) for the Salesforce Transit Center to SAFETY Act-certified firms who qualified under the previous Request for Qualifications (RFQ) process, with expertise in providing such services for large, mixed-use facilities.  The three pre-qualified firms are:

• Allied Universal Security Services
• G4S Secure Solutions (USA), Inc.
• Securitas Security Services USA, Inc.

The RFP contains Sensitive Security Information and has only been issued to the pre-qualified respondents. As described in the RFQ process, the TJPA is seeking a 24/7/365 security guard force for the new Salesforce Transit Center, which is scheduled to begin operations in downtown San Francisco in early 2018.  Multiple transit agencies and retail tenants will operate at the Transit Center, which is expected to draw thousands of commuters, area workers and residents, and tourists each day.  The selected security firm will furnish security staff for both fixed post and roving patrol positions for the Transit Center building and its surrounding public spaces, an elevated bus ramp connecting the Center to Interstate 80 and the Bay Bridge, and an off-site bus storage facility located several blocks to the southwest of the Center.  The agreement is anticipated to be for an initial period of three years, with options to extend by a total of two years.

A pre-proposal conference is scheduled for Thursday, September 14, 2017, at 1:30 pm at TJPA offices, 201 Mission Street, Suite 2100, San Francisco, CA 94105.  Attendance at the pre-proposal is optional, but highly encouraged.  Only individuals who have executed a Non-Disclosure Agreement will be granted access. Proposal packages must be received by the TJPA no later than 4:00 pm Pacific Time on Tuesday, October 3, 2017 at the TJPA offices.  Reponses that are not received by the time and date specified or do not contain all the required information and completed forms shall be deemed non-responsive and rejected without consideration.
