Overhead Contact System (OCS) Upgrade (RFQ)

REQUEST FOR QUALIFICATIONS: OVERHEAD CONTACT SYSTEM (OCS) UPGRADE CONSTRUCTION SERVICES PACKAGE

Webcor/Obayashi Joint Venture seeks responses to a Request for Qualifications (RFQ) from Trade Subcontractors interested in bidding the TG12.2 Overhead Contact System (OCS) Upgrade Construction Services on the contract for the Transbay Transit Center (TTC) Project located in San Francisco, California.

Webcor/Obayashi Joint Venture seeks Trade Subcontractors that have significant experience with Overhead Contact Systems including but not limited to, OCS attachments, structures and integration with the San Francisco Municipal Transportation Agency, and connection to existing Traction Power system, routing and splicing through existing feeder duct banks on complex projects. Also included are engineering, coordination, procurement and complete installation of the respective systems in the following trade:

Trade Subcontractors shall submit one (1) original and four (4) copies, as well as one (1) electronic copy on a CD, of its response to this RFQ by 2:00 p.m. Pacific time on November 4, 2014, to: Jeff Heath, Webcor/Obayashi Joint Venture, located at 175 Beale Street, San Francisco, CA 94105-1801.

Trade Subcontractors shall submit and will be evaluated on information with respect to their experience on projects of similar size, scope and complexity. The information shall include general and specific experience, claim and surety history, financials, ability to meet schedule and budget requirements and skills in general management and coordination. Resumes of key personnel who will manage and supervise the construction shall be provided in the RFQ response. Trade Subcontractors must hold valid contractor licenses and must provide proof of ability to obtain corporate surety (payment & performance) bonds and insurance in order to be eligible for the qualification evaluation.

Trade Subcontractors will be required to have second-tier subcontractors in order to meet the Small Business Enterprise (SBE) participation goals. Second-tier subcontractors do not need to respond to this RFQ, regardless of SBE status. Webcor/Obayashi Joint Venture, at its own discretion, may conduct interviews with any or all of the Trade Subcontractors responding to the RFQ to better determine their qualifications to perform work required under the project.

Contract documents, including plans and specifications, for the project are anticipated to be available for bidding in Fourth Quarter 2014. Notice to Proceed (NTP) is anticipated to be issued in First Quarter 2015. If Webcor/Obayashi Joint Venture chooses to recommend any of TG12.2 Overhead Contact System (OCS) Upgrade package contract work to the TJPA for its approval, the Trade Subcontractor will be asked to comply with all TJPA contract requirements, including signing a letter of assent to the Transbay Transit Center Project Labor Agreement (PLA) and certifying compliance with federal Buy America regulations. The evaluation of the RFQ is solely for the purpose of determining Trade Subcontractors who would be deemed qualified to bid for and perform the work outlined in this RFQ. Bidders must be qualified to bid for this package. Bids submitted by non-qualified Bidders will not be accepted or opened.
