Request for Proposals for Organizational Assessment & Recruitment Services

The Transbay Joint Powers Authority (TJPA) is seeking both an organizational assessment/strategic planning consultant with public entity experience to guide staff and the TJPA Board through an assessment of the organization and planning for the organizational structure best suited for Operations and the Transbay Program’s Phase 2 work, and a professional consultant to provide recruitment services.  Respondents may propose on both scopes of work, or just one.

To respond to this RFP, please indicate whether including the organizational assessment, recruitment services, or both in the proposal.  In either case, provide a proposed scope of work, including approach, proposed team members, and experience, plus proposed price, by 3:00 p.m. Pacific Time on Friday, July 6, 2018, to RFP@tjpa.org or submit a hard copy at TJPA offices, 201 Mission Street, Suite 2100, San Francisco, CA 94105.  Additional details are included in the RFP posted below.

Consultants entering a contract with TJPA will be required to adhere to federal contracting requirements as applicable and provide data for TJPA’s tracking of Disadvantaged/Small Business Enterprises.

TJPA has received the following questions regarding this procurement:

1.  Do you have a budget in mind for this work?  For the organizational assessment, proposers will be evaluated on the cost of their solution(s) based on the work to be performed in accordance with the scope of this project.  Total funding for this project is not anticipated to exceed $45,000.  For recruiting services, TJPA expects fee proposals in line with fees charged to other governmental agencies for filling senior management level positions.

2.  Which forms need to be submitted with the proposal?  Please submit the following:

• Bidders/Proposers Information Form (DBE/SBE forms)
• Fly America Certification (USDOT Requirements)
• New Restrictions on Lobbying Certification (USDOT Requirements)
• Certification Regarding Debarment, Suspension, and Other Responsibility Matters (USDOT Requirements)
