Glazing Design-Build

Description:
The scope of work for the TG08.1 Glazing Design-Build is described in the Contract Documents. Scope of work includes all labor, materials, equipment, tools, transportation, disposal fees, incidentals and any other costs/fees necessary to complete the work in accordance with the Contract Documents. All necessary work from mobilization to handover to the next Trade Subcontractor shall be included in the Bid.

The major items of the work for this package will consist of the following elements:

• W-3 Steel Cable Supported Glazed Curtain wall system surrounding the Grand Hall.
• W-4 Aluminum Framed Unitized Curtain wall system at the Grand Hall ceiling, Bus Deck level and Roof Park Level.
• W-8 Steel Glazed Curtain Wall enclosure which includes a glass box at Roof Park level that envelopes Escalators E510, E511 and E512, four (4) Roof Park Level glazed/glass canopies and their support structure and two (2) Ground Level Glazed Bus shelter structures.
• Three (3) W-10 metal framed domed skylight elements on the Roof Park Level.

The selection process for this package has been a three-step process:  1. Request for Qualifications, 2. Request for Design Proposals, and 3. Invitation for Bids.  Trade Subcontractors must be pre-qualified through the first two steps in order to submit a Bid.  Previously qualified Bidders were requested to re-qualify for the TG08.1 Glazing Design-Build scope of work. Re-qualifications were required by City & County of San Francisco Administrative Code Section 6.20 (F)(3) which mandates that qualifications are valid for a two (2) year period.

The trade subcontractors/joint ventures listed below are qualified to bid the TG08.1 Glazing Design-Build Trade Package.

A mandatory (for Bidders, not subcontractors to Bidders) pre-bid conference was held on June 21, 2011 at TJPA offices, 201 Mission Street, Suite 2100, San Francisco, CA.  The pre-bid conference was followed by an SBE networking session.  An additional SBE networking session was held on June 22, 2011 at TJPA offices, 201 Mission Street, Suite 2100, San Francisco, CA. Bid Plans, Specifications, and reference documents for the Project may contain protected information pertaining to sensitive, financial, commercial, or proprietary business information and/or the security of the Project. Such protected information is classified as Confidential Information, Sensitive Security Information (SSI) or Protected Critical Infrastructure Information (PCII).

Bid Plans, Specifications, and reference documents containing protected information will be made available to Bidders on the TJPA’s secure website after they have signed and returned a completed Non-Disclosure Agreement (NDA) to the Transbay Joint Powers Authority (TJPA). In addition to submitting signed NDAs for each individual requesting access to protected information, each bidding firm must submit to the TJPA a list of all Designated Individuals in its organization who require access to protected information. Refer to the NDA Instructions, linked below, for detailed information and instructions.

Trade Subcontractors will be required to have second-tier subcontractors in order to meet a Small Business Enterprise (SBE) utilization goal. An SBE is defined in the Transbay Joint Powers Authority (TJPA) Board Policy No. 15, Small Business Enterprise Program. The SBE utilization goal on this contract is 20%. Trade Subcontractors will also be required to sign a letter of assent to the Transbay Transit Center Project Labor Agreement (PLA) and certifying compliance with federal Buy America regulations. See Project Labor Agreement Web Page for PLA and PLA Frequently Asked Questions.

Each Trade Subcontractor shall submit sealed bids to the TJPA offices at 201 Mission Street, Suite 2100, San Francisco, California 94105 by 2:00 pm Pacific Time on January 15, 2014. No bids will be accepted after 2:00 pm on the bid due date.

For notification of updates, contractors are encouraged to register on the TJPA’s website. However, all contractors are solely responsible for ensuring the receipt of any and all addenda, and should therefore check the website before submitting their Qualifications and Bids to ensure receipt of all addenda, and to ensure their qualififications and bids respond to any such addenda.
