Request for Proposals for Federal Advocacy Services
The Transbay Joint Powers Authority (TJPA) issues this Request for Proposals (RFP) for FEDERAL ADVOCACY SERVICES (Services) for the Transbay Transit Center Program (Program) from firms or individuals (Respondents) with expertise in the federal legislative process and comprehensive knowledge and experience with the federal executive and legislative branch operations and procedures.
The TJPA seeks proposals from qualified individuals and/or firms to manage and advocate for the TJPA’s intergovernmental relationships with the federal government. The successful candidate will represent the TJPA’s interests to all levels of the federal government, assist the TJPA in communicating the TJPA’s position on issues affecting the Transbay Transit Center Program, and assist in securing federal funding and financing to complete the Program.
The TJPA currently has a contract for these services that will expire on January 31, 2017. The TJPA follows an open and competitive process for contract awards, and the TJPA is seeking multiple proposals for services to be provided beyond January 2017.
The TJPA desires to have effective relationships with federal authorities and agencies, including, but not limited to, the federal congressional delegation, their staff members, and the U.S. Department of Transportation. The TJPA also desires to be proactive in developing funding opportunities in order to help close the Program’s Phase 2 funding gap and for other purposes, and is looking to receive targeted information and analysis of federal legislation, regulations, and activities that relate specifically to the Program. In order to do so, the TJPA recognizes the need for continuous representation of its interests via qualified individuals and/or firms who provide such professional services to successfully accomplish its goals. The TJPA is also looking to receive targeted information and analysis of federal legislation, regulations, and activities that relate specifically to the Transbay Transit Center Program.

Reponses to this RFP that are not received by the time and date specified, do not contain all the required information and completed forms, or do not meet all minimum qualifications shall be deemed non-responsive and may be rejected without consideration.
