Construction of Bus Storage Facility
The Transbay Joint Powers Authority (TJPA) issues this Request for Qualifications (RFQ) for CONSTRUCTION SERVICES FOR THE BUS STORAGE FACILITY, a component of the Transbay Transit Center Program (Program). The Bus Storage Facility will be constructed on the lot occupying the surface block underneath Interstate 80 between Perry, Stillman, Second, and Third streets in downtown San Francisco, CA.
The TJPA seeks Contractors that have significant experience on projects that are similar in size, complexity and value of the Bus Storage Facility. The scope of work for construction of the Bus Storage Facility will include the cost of all necessary labor, material, equipment, supplies, and supervision required to complete the work in accordance with the bid documents and should include, at a minimum, the following:
• Elevated concrete viaduct/bridges and foundations
• MSE (Mechanical Stabilized Earth) wall construction
• Mass excavation/grading/paving
• Retaining walls/sound walls
• Modular structures
• Work within the Caltrans Right of Way
All Contractors who wish to submit a bid for construction of the Bus Storage Facility must first be qualified by the TJPA. It is mandatory that Bidders provide all materials requested in the RFQ package. No bid will be accepted from a Contractor who has failed to comply with these requirements.
Questions or clarifications regarding the qualification forms must be submitted in writing no later than 2:00 pm Pacific time on Thursday, November 17, 2016, by e-mail to TJPA at BusStorageFacility@transbaycenter.org. No questions will be accepted after 2:00 pm on November 17, 2016. The answers to questions regarding this RFQ will be posted on the TJPA’s website by Tuesday, November 29, 2016.
Interested Contractors shall submit a Request for Qualification (RFQ) package no later than 2:00 p.m. Pacific time on Tuesday, December 6, 2016. Each Contractor shall submit one (1) original and four (4) copies, as well as one (1) electronic copy on a CD or USB Drive, of its response to this RFQ at the following address:

Notification of the qualification will be provided to Contractors by Tuesday, December 13, 2016. Bids submitted by non-qualified Contractors will not be accepted or opened. Non-qualified Contractors assume all risk and costs associated with submitting a bid if they are deemed not qualified.
Under the RFQ process, the following firms were pre-qualified to bid the scope of work when contract documents are released:
- Ghilotti Bros., Inc.
- Ghilotti Construction Company, Inc.
- McGuire and Hester
- Shimmick Construction Company, Inc.
Reponses to this RFQ that are not received by the time and date specified, do not contain all the required information and completed forms, or do not meet all minimum qualifications may be deemed non-responsive and rejected without consideration.
