Description: The Transbay Joint Powers Authority (TJPA) issues this Invitation for Bids (IFB) for construction services for the Bus Storage Facility, a component of the Transbay Transit Center Program. The Bus Storage Facility will be constructed underneath Interstate 80 in downtown San Francisco, CA. Sealed bids from pre-qualified bidders will be received at 201 Mission Street, Suite 2100, San Francisco, California 94105 until 2:00 p.m. Wednesday, March 1, 2017 (formerly Wednesday, February 22, 2017).

The work site is located within the State of California Parcel 04-SF-BT-04 bounded by Second, Third, Stillman, and Perry streets in San Francisco, California. The work includes, but is not limited to, the following:

• AC Transit Administration Building:  mobile modular structure with 1-hr. rated construction, with axles and fully sprinkled, measuring approximately 1,500 square feet (sf)
• Support Building:  concrete masonry structure measuring approximately 900 sf
• Guard Booth:  pre-manufactured structure measuring approximately 50 sf
• Site Excavation/Off-haul:  will be required to provide adequate head clearance for buses as well as the AC Transit administration building
• Paving/Grading:  full site will require finish grading and concrete and asphalt paving sections, as shown on the plans to accommodate bus traffic
• Perimeter Sound walls/Fencing:  perimeter concrete masonry unit sound walls in addition to metal fencing and operable gates at designated access points
• Bus Link Ramp:  pre-stressed concrete box girder spanning over Second Street, a cast-in-place reinforced concrete slab section, and retained earth roadway sections on each end, which connect the Bus Storage Facility to the bus ramp serving the Transbay Transit Center
• Utility work:  plumbing, fire sprinkler, gas, electrical, communication and sewer services for the buildings as well as site lighting, security and CCTV systems

Bid Plans, Specifications, and reference documents for the Program may contain protected information pertaining to sensitive, financial, commercial, or proprietary business information and/or the security of the Program. Such protected information is classified as Confidential Information, Sensitive Security Information (SSI) or Protected Critical Infrastructure Information (PCII).  Bid Plans, Specifications, and reference documents containing protected information will be made available to Bidders on the TJPA’s secure website after they have signed and returned a completed Non-Disclosure Agreement (NDA) to the TJPA. In addition to submitting signed NDAs for each individual requesting access to protected information, each bidding firm must submit to the TJPA a list of all Designated Individuals in its organization who require access to protected information. A Pre-bid Conference for Contractors interested in submitting bids was held on Wednesday, January 18, 2017, at 2:00 p.m., at the TJPA offices located at 201 Mission Street, San Francisco, CA 94105. All bidders who wish to submit a bid for construction of the Bus Storage scope of work must first be qualified by the TJPA.  Currently the qualified bidders are:

  • Ghilotti Bros., Inc.
  • Ghilotti Construction Company, Inc.
  • Gordon N. Ball, Inc.
  • McGuire and Hester
  • Shimmick Construction Company, Inc.

Non-qualified Bidders assume all risk and costs associated with submitting a bid if they are deemed not qualified. Qualification application documents are posted below.  It is mandatory that contractors provide all materials requested in the Request For Qualifications. No bid will be accepted from a contractor who has failed to comply with these requirements. Contractors shall submit one (1) original and four (4) copies, as well as one (1) electronic copy on a CD or USB drive, of its response to the RFQ to the TJPA, 201 Mission Street, Suite 2100, San Francisco, CA 94105. Second-tier subcontractors do not need to respond to the RFQ.

The SBE utilization goal on this subcontract is 18%.  An SBE is defined in the Transbay Joint Powers Authority (TJPA) Board Policy No. 15, Small Business Enterprise Program.

Contractors are required to comply with all TJPA contract requirements, including signing a letter of assent to the Transbay Transit Center Project Labor Agreement (PLA) and certifying compliance with federal Buy America regulations. Each Contractor shall submit sealed bids to the TJPA offices at 201 Mission Street, Suite 2100, San Francisco, California 94105 by 2:00 pm Pacific Time on Wednesday March 1, 2017 (formerly Wednesday, February 22, 2017).
