Request for Proposals for Safety and Securty Concept of Operations Services

The Transbay Joint Powers Authority (TJPA) issues this Request for Proposals (RFP) for SAFETY AND SECURTY CONCEPT OF OPERATIONS SERVICES for the Transbay Transit Center Program (Program) to qualified firms and/or individuals (Respondents) with the expertise in the development of Safety and Security Concept of Operations (ConOps) documentation and other related consulting services. This RFP is for the preparation of the ConOps but not implementation of the ConOps; any request for services to implement the ConOps will be the subject of a separate solicitation.

As part of the RFP Respondent proposal development process, the TJPA will provide the opportunity to respond to inquiries in the form of a “Pre-proposal Conference”. Subsequent opportunities for the provision of additional information through the submission of questions are identified as part of the “Key RFP Dates” published below and on the cover of the RFP. Proposals must be received by the TJPA no later than 3:00 p.m. Pacific on Wednesday, December 2, 2013 (formerly Wednesday, November 13, 2013), at the following address:

The TJPA intends to select one Respondent to enter into negotiations for an agreement to perform the services for a term not to exceed three years, with an option to extend by a total of three years.
