ACCESSIBLE MEETING POLICY

The Transbay Joint Powers Authority meeting will be held in Room 416, at 1 Dr. Carlton B. Goodlett Place, San Francisco, CA.  The closest accessible BART station is the Civic Center Station at United Nations Plaza and Market Street.  Accessible MUNI lines serving this location are:  Muni Metro Lines J‑Church, K‑Ingleside, L‑Taraval, M‑Oceanview, and N‑Judah at Van Ness and Civic Center Stations; F-line; 47‑Van Ness; 49-Mission-Van Ness; 5-Fulton; 21-Hayes; 9‑San Bruno; and 71‑Haight Noriega.  For information about MUNI accessible services call 923‑6142.

The meeting room is wheelchair accessible.  Accessible curbside parking spaces have been designated on the Van Ness Avenue and McAllister Street perimeters of City Hall for mobility-impaired persons. There is accessible parking available within the Civic Center Underground Parking Garage at the corner of McAllister and Polk Streets, and within the Performing Arts Parking Garage at Grove and Franklin Streets.

THE FOLLOWING MATTERS BEFORE THE TRANSBAY JOINT POWERS AUTHORITY ARE RECOMMENDED FOR ACTION AS STATED BY THE EXECUTIVE DIRECTOR OR THE CHAIR.

CONSENT CALENDAR

7.  All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the Transbay Joint Powers Authority, and will be acted upon by a single vote.  There will be no separate discussion of these items unless a member of the Board or the public so requests, in which event the matter shall be removed from the Consent Calendar and considered as a separate item.

(7.1)  Approving the Minutes of the September 29, 2008 meeting.

(7.2)  Authorizing the Executive Director to execute Amendment No. 1 to the agreement for independent auditing services with Macias, Gini & O’Connell, to modify the Agreement to extend the term for an additional year and increase the maximum compensation by the option price of $56,344 for a total maximum compensation of $210,613.

(7.3)  Authorizing the Executive Director to execute Amendment #1 to Intergovernmental Agreement #2 with the City and County of San Francisco, Department of Public Works (DPW), authorizing TJPA to provide the resurfacing services on Folsom Street between Main and First streets in exchange for a maximum reimbursement from DPW of $400,000.

SPECIAL CALENDAR

8.  Presentation of the Transbay Transit Center building concept validation by Pelli Clarke Pelli Architects.

9.  Authorizing the award of TJPA Contract No. 08-07-CONTT-000, Temporary Terminal Project, to McGuire and Hester, as the responsible bidder submitting the lowest responsive bid, in an amount not to exceed $18,065,500.

10.  Adopting a Fourth Addendum to the Final Environmental Impact Statement/Environmental Impact Report (FEIS/EIR) and authorizing staff to amend the Refined Locally Preferred Alternative for the Program (Program RLPA) to include the Revised Temporary Terminal plan.

11.   Adopting a resolution urging the California High-Speed Rail Authority to give the rail extension of the Transbay Transit Center Program priority for funding if Proposition 1A, the Safe, Reliable High-Speed Passenger Train Bond Act, is passed by the voters on November 4, 2008.

12.  Adopting the Capitalization Policy for Capital Assets identified as Board Policy No. 014, Category: Financial Matters.

13.  Authorizing the Executive Director to execute the Easement Agreement with Mission Street Development LLC, developer of the Millennium Tower property at 301 Mission Street in San Francisco, granting the TJPA a five-foot easement for the Transit Center train box.

Under negotiation:  Terms of the Exclusive Negotiating Agreement between the TJPA and Hines and the terms of Hines’ purchase of the Property from the TJPA
