ACCESSIBLE MEETING POLICY

The Transbay Joint Powers Authority meeting will be held in Room 416, at 1 Dr. Carlton B. Goodlett Place, San Francisco, CA.  The closest accessible BART station is the Civic Center Station at United Nations Plaza and Market Street.  Accessible MUNI lines serving this location are:  Muni Metro Lines J‑Church, K‑Ingleside, L‑Taraval, M‑Oceanview, N‑Judah, and T-Third at Van Ness and Civic Center Stations; F-Market; 19-Polk, 47‑Van Ness; 49-Mission-Van Ness; 5-Fulton; 6 Parnassus; 21-Hayes; 9‑San Bruno; and 71‑Haight Noriega.  For more information about MUNI services call 311.

The meeting room is wheelchair accessible.  Accessible curbside parking spaces have been designated on the Van Ness Avenue and McAllister Street perimeters of City Hall for mobility-impaired persons.  There is accessible parking available within the Civic Center Underground Parking Garage at the corner of McAllister and Polk Streets, and within the Performing Arts Parking Garage at Grove and Franklin Streets.

THE FOLLOWING MATTERS BEFORE THE TRANSBAY JOINT POWERS AUTHORITY ARE RECOMMENDED FOR ACTION AS STATED BY THE EXECUTIVE DIRECTOR OR THE CHAIR.

REGULAR CALENDAR

9.  Approving the terms and conditions for short term financing of Phase 1 of the Transbay Program by the City and County of San Francisco and its partner the Metropolitan Transportation Commission, including a lease and leaseback of the Train Box and a Cost Oversight Agreement, and a resolution of inducement for reimbursement of costs paid and incurred prior to the City’s issuance of debt.

10.  Approving an Intergovernmental Agreement with the City and County of San Francisco Department of Public Works to provide construction oversight and management for Phase 1 of the Transbay Transit Center Project.

11.  Presentation of the budget outlook for TJPA’s Fiscal Year 2016-17 annual capital and operating budgets and the Phase 1 Program budget.

12.  Approving the recommended applicants to the Transbay Joint Powers Authority Citizens Advisory Committee.

13.  Approving an agreement with the California Public Employees’ Retirement System (CalPERS) to join the California Employers’ Retiree Benefit Trust Program (CERBT) to Prefund Other Post-Employment Benefits, delegate authority to request disbursements from the trust and authorize the execution of necessary documents with CalPERS to fund and maintain participation in the trust.

14.  Approving the Minutes of the March 10, 2016 meeting.

15.  Acceptance of Executive Director Maria Ayerdi-Kaplan’s retirement from the TJPA, and commendation for the Executive Director’s tireless commitment and years of dedicated service to the Transbay Project.
